A hiccup in the very first release version of Spectre appears to have caused issues regarding migration of existing Master Password purchases. Please try updating your Spectre app to at least version 3.0.2, and running the migration again if you are experiencing issues.
If you have previously purchased a Master Password feature such as TouchID, then Spectre's Biometrics should be unlocked for you as well. Note that you will need to re-activate Biometrics after migrating your user to enable it in the new Spectre application.
